Is it normal for a 32 to have some play in the steering?

Unless the steering column has been rebuilt it is common for some play.

You should have around 1/2" backlash in each direction when the wheel is turned to the left and then to the right. If you have a lot more than that then the steering box should be adjusted. If the adjustment doesn't cure the problem then it is time for a rebuild.
