How can I test to see if my Regulator is working on my 39..The gauge in my dash doesn't seem to show a charge..

Dont fiddle with the regulator, determine the cause of the trouble first. Does the generator make volts?

Yes the Gen was just rebuilt..I think the VR is working and the issue is the ground for the Horn

The ground for the horn is inside the horn cap. Measure the battery voltage and it should rise as the engine is accelerated from idle speed.

I am wondering if you have a fully charged battery,(new Battery?)
When I put a new battery in my 1939 it didn't show charge on the ammeter for a while, and I thought it wasn't charging from the generator also. After a while it drained power from the battery , and then swung over to charge on the ammeter.

If the battery was disconnected could the generator just need to be energized? If so, what is the proper way to do it?

To polarize the generator, with everything hooked up and the ignition key off, using a jumper wire, attach one end to the terminal marked "GEN" (or "A") on the voltage regulator. Then touch the other end of the jumper wire to the terminal marked "BAT" on the voltage regulator. You should get a spark. The generator is now polarized.

All of this information should be in your shop manual.
