Is there anyway to test a 6 volt coil off the car?

You can also test it easily with some jumper wires (not cables), on the bench. You need a spark plug, the coil, jumper wires, and a battery.

On a 31-32 coil, are the windings count the same? It seems that I heard that somewhere.
In other words, does it make any difference which terminal is + or -?

Bill, I could never tell the difference. I purchased a tester at a National Model A Meet that would tell you if it was connected to the correct terminal. As I remember there were two lights. If they both came on while the engine was running you were correct.
