1953 Chevrolet Bel Air. I looked at my shop manual for 53 chev and it shows that there is a clap bolt that goes on the knuckle support. Now looking at the diagram, it would lead me to believe that when the clamp bolt is in, there should be no forward or backward motion of the knuckle support. The bolt should be snug. At least it should be very minimal until it is tighten down. Is that the case or am I reading the image incorrectly?

If I understand you correctly you are correct. The clamp boltholds the pin in place and when tightened keeps it from trning. If you have back and forth movement when bolt is tight the threads on the pin or threads on the bushings are worn.
