I had a cable that had corrosion in side it and that reduced the power to the car.

Another good idea...I would suggest you to remove the cables as quickly as possible if you get some results...

on my 1940 the wire from the amp. meter was connected to the starter. If you put 12 volts on the starter wouldn't it put 12 volts back in all the cars electric circuits?

The battery needs to be charged in order for this to tell you it's condition. THE main cause of replacing perfectly good batteries is corrosion on terminals and other connections. Clean and check all connections and recharge the battery if it is low on volts.

She's alive. I took her for a ride today. What a pain in the neck. Shop told be battery was good, but still acted as though it was dead.
-Today I pulled battery cables and the ground looked a little funky. I decided to take battery to Orielly's and they confirmed it was dead so I bought another along with 2 gauge ground, but left hot wire alone.
-After installing with securing i proceeded start her and nothing. Not even a click
-I noticed no power including volt meter or gas gauge. What the heck?
-Checked battery posts and everything looked good, but continuity between ground cable and battery. How is this possible?
-If you leave plastic caps on terminals they do not conduct well, knuckle head.
-Once I removed cap from terminal and reattached cables she spun like never before. -Praise the Lord.

I know about those gremlins that refit the plastic covers on the terminals just before you connect the leads, I have 1 that travels in breakdown van I drive.
