I had my car painted and chrome plating done. I put the bumpers back on with the wing tips. The front driver's side looks fine, but the front passenger side is almost hitting the fender. Is there an adjustment or something I can do to fix this problem?

If you loosen all the mounting bolts you should be able to gain a bit of movement so you can shift everything around.

I had the same problem,I used washers and shimmed between the bumper and bumper bracket(far side,closest to the tip needing adjustment)chef- chevy

Keep in mind, you can apply a twist to the bumper by shimming the high / low side if necessary. I had the same issue on my 48. A little twist put in with a shim on the top side fixed it for me. Don't nick that new paint job!!
