I think that Chevy did not consider it safe to enter a car from the driver side when parked on the street. Most people did not lock their car. Everybody knew who's car that was especially in small towns. Hollywood also noted this in the movies of the day. They showed drivers and passengers always sliding across the seat entering from the curb side. That is not to say you never went in on the driver's side; in the driveway/garage, head in parking, or in the country. Let's face it. The depression was on and it cost money to put an outside lock on. People would just not buy it. That is why you will not find a locking handle for driver's side.
