The running boards on my 31 have factory made recesses in the steel over the brace locations. These were filled with rubber when the originals were vulcanized onto the board. Should I smooth over with body filler before gluing on a replacement mat? Will that cause an adhesion issue?

Sure Duraglass to make the boards as flat as you can, then paint with DP-90. You should not have any issues. You can get the glue from the Filling Station.
