On trucks with painted bumpers (like my '53 half-ton), were the bumper bolts painted, or stainless-clad?

My 1953 1/2 ton had painted bolts that matched the bumper color.

The bolts that my '52 had were not painted. The heads had the stainless caps.

I replaced the painted bumpers and painted bolts on my 53 with new chrome bumpers and stainless cap bolts, I still have the original painted bumpers and bolts. Could the bolts have been replaced, I have no idea? decisions, decisions
