I am reinstalling my intake and exhaust manifold and want to know if there is a correct torque spec for bolts?

Chevrolet did not publish torque figures til the 1950's. At that time they suggested 15 to 20 foot pounds for the 216-235 engines. No reason it would not apply to the 194.

No torque specs. were used back in that era. You can get a modern chart and look up the size and grade of the bolts for the proper torque specs.

By the way, the 1929-32 engines were 194 cubic inches, not 192 cubic inches.
