Really I have found a few on 216 motors and I got one off a 36 one ton and a 46 fleetline . who made them ?

I found one on a 1941 chevy coupe. They are nice, but I don't know where they are originally off of.

Both of the 1939 chevs which I have , I received unrestored, and both have the pan handle oil filler cap. The last one on the engine of an unrestored utility has GM-H stamped in the centre of the handle, so I believe that these are genuine and original to both engines.
