I can find no info. on Chevrolet offering an oil filter in 1939.There was an oil filter sold by the AC Division og GM but not listed in Chevrolet parts books, accessory books, etc.
The AC filter from that time was a light gray color with black and yellow AC decals on the filter.I will send you a picture.

I believe Fram sold an accessory filter at that time that had a black top & orange body.

1939 Chevrolet Oil Filter. I have an April 1, 1940 AC Oil Filter Service Book. The AC book states on the cover that it is the "Official Service Station Installation Instruction Manual". It is published by the AC Spark Plug Company.
Even though Chevrolet may not have offered from the factory an AC external oil filter unit for your 1939, this manual has one page which shows how to install an AC unit. They say to use either the AC L-1 or AC L-4 Oil Filter Unit. They also show which mounting kit bracket is needed. I have an NOS L-1 and an NOS AC L-4. I could color match it for you if needed. I could also photocopy the
installation page for you. I have L-1's or L-4's for sale, but I do not have an extra mounting bracket for sale. Hershey is coming so maybe I will find that needle in the haystack this year. ( If it doesn't rain ).

There were perhaps 15 or 20 different makes of aftermarket filters made....good luck. You may be better off not running a filter.I change my oil once a year or every 1000 miles on my '39 and have had no problems in the last 35 years.
