on the window crank arm, were the fiber washer assy that rides in the glass slide more pliable when new and could stretch over the rivet head or was it installed before the rivet was installed

are placements available in rubber/plastic/.?

Split the fiber washer in one place fit it over the shaft and then carefully glue it back together with super glue. It may help to soak the washer in water to soften it up first. Split it with a sharp knife so you get a clean straight cut. Let it dry before gluing the split back together. Be careful to not get super glue on your fingers or on the shaft.
