I noted it is screwed on. Is this correct? When did Chevrolet start using rivets?

Yes. Actually, in June '48, there was a service change as to where the screws were placed. screws

Don't know about the rivets.

Yep, those screws on the earlier models are the lovely 'clutch headed' screws.

I guess they're still easier to mess with than rivets.

Yes mine has the clutch head screws and top screw hole is off set from center
