Will a 1946 radiator bolt up to A 1940 shroud?

No. The 1940 is much to tall.

A 1940 does not have a shroud unless it is a truck with a heavy duty radiator.
The 1940 and 1941 car radiators are the same except the 1941 is better because it has more fins (not tubes) for better cooling.
