I bought an engine 1927/171 and it didn't have a valve cover, the tappets (rocker arms) are exposed but the head had 2 extended threaded bolts.
Was this for a valve cover?/

How are the valves stems lubricated if there is no oil in the upper section???

Yes, your engine had a single valve cover. It mounted on the two studs you mentioned. There were 4 holes in the top of the cover that were to be oiled frequently. A felt blanket was laid over the top of the rocker arms. The oil from the 4 holes was directed to the front and rear in addition to the middle of the felt pad.

This always bothers people about the lubrication of the valve stems. There are two indentions in the head. The valve stems are in these indentions. Oil is placed in the indentions to about 1/2 the distance to the top of the valve guides. This oil must be monitored and kept at the 1/2 level. This is the lubrication for the stems.

Should the felt pad on top of the valves be saturated in oil, or is it okay that it is 'dry' ?

We oil the valves regularly (every second trip or so), but the felt pad is essentially dry and wondering if we should instead be soaking it in oil? If so, is there is a good process to do this ?

Appreciate the advice.

The pad should have oil in it. There should be 4 small holes in the top of the valve cover to let you give a few squirts of oil to keep it damp with oil. It should not be dry.

The pad is the oil reservoir to keep the valve train lubricated. It should be fuzzy wet with oil.
