As to the exhaust hangers, I don't think so. My guess is that someone added them on to accommodate a split exhaust manifold and a Smittie(sp)* (or was it Smitty) muffler. Interesting question.
If one put a Smittie on one side and a regular muffler on the other, it sounded pretty good. Or Smitties on both sides. Whatever. Young impressionable girls salivated over a dude with duck-tail hair, pack of Lucky Strikes rolled up in the T-shirt sleeves and the raw sound of power. Sort of like riding a horse. Check with Uncle Ed.

Who wanted to go out with the nerdy class valedictorian candidate? No thrill of adventure there. Nope.
*Smittie was just one of several muffler brands (best I recall) using glass or steel packs to sound dampen a straight through design. Dynatone(sp) was another.
A gutted muffler didn't sound as good but was the young set's muffler of choice when one's funds were limited. Just saw open a regular muffler, tear out the guts and weld the hollow halves back together. Check with Tiny for the exact method.
The pole-ece frowned on them. Got pulled a time or two myself.
That Bubba thing is neat. Sort of like George Forman naming all his kids George, also. Sort of like Darrell and Darrell on that sitcom with Bob Newhart, too.
