On the upper bar is the word Chevrolet. Did that come painted from the factory or are some owners just dressing it up? If factory, what color? I've seen black and blue.

It came black from the factory.

Those accustomed to the finest...find it in Chevrolet.

My fender moldings are black on my 51.I painted one molding and the grill with flat black rust paint I had left over from Eastwood. Painted over the recessed area and the next day sanded with 2000 paper and buffed ! Looks just like the good one I have.
