On my 51 , the side bumper mount bar( sticks thru the fender ) on the rear has a rubber block on it. Where does it go and what does it do ? Thanks.

The rubber bolck goes towards the center of the opening. Its function is to prevent the bumper bracket from flexing too far. The block will hit the floor panel when the bumper flexes up such as wnen a bumper jack is used.
Thats about the best that I can describe the use of it.
