I have also found that using a brand new pair of latex gloves will often allow you to unscrew the ring by hand with no tools whatsoever and no scratching. Depends on how tight it is, of course.
Good luck with it!

Thanks all for the advice...unfortunately i am working with a couple of 33 Master Dashes that have been out in the weather for years and then in dry storage for many more...they are frozen...i suceded in getting the headlight switches to work again. i suceded in getting one of the free-wheeling knobs to work again...i susceded in getting both lock cylinders to wiggle a little but have no keys. ALL a little at a time using grease and rust attack....Im thinking at least one of these is a pop-out so i don't want to destroy it. for now they are soaking with more squirll pea...oops where is the spelling checker ICON?
