Should the running boards be attached to the rear fender with a bolt and spacer? wazzup

1940 running boards were designed to have about 1" of clearance between the end of the running boards and the front edge of the rear fenders. Soem of my 1940 Chevrolet literature states that the purpose of this 1" gap was for water to easily drain off of the running boards.
