There is a hole in the steering column top side just above where it clamps onto the steering box. This hole is approximately 3/16 inch in diameter. What is this hole for and is there suppose to be a plug in it?

Nothing-its just a hole.Probably a vent for the steering gear.

I believe that the 3/16" diameter hole that you are referring to is for the wire coming from the mast jacket bearing. The wire goes from the top of the mast jacket ( steering column ) down thru the steering column to this 3/16" diametger hole where it exits. The wire then attaches to the horn relay.
No wire thru this hole, no horn.

There is a hole half way down the back side of the tube and that is where the wire for the horn was on this car, whether that is the correct hole or not, I don't know. I don't think the steeering column had ever been removed.

BigBob,

I can confirm the toolman's suggestion. I probably shouldn't be telling this on a VCCA forum, but I know because after I saw what a job it would be to thread a new wire through the mast and then though that little hole, I just added an outboard horn button on the column.

BigBob - I have a 1940 and it has the two holes that you have identified. One is just aft of the gear box on top and the other one for the horn wire is approximately 16 inches further up the column on the bottom. Don't have any idea what the purpose of the lower hole is.

The hole facing up just above the gear box is there to observe that the gear box is not forcing grease/oil up the steering shaft, as there is no seal at the top bearing.

BigBob,

OK. I screwed-up. The hole I was thinking of was further up the column and wider, with 4-5 inches of the remaining horn wire protruding, that my step- father had snipped off one -25 degree below zero Minnesota night when the horn started honking by itself around midnight.
