I'm working on a 28, attempting to connect the throttle/timing linkage from the steering wheel....

When I turn the steering wheel, those controls turn also.

When I look at the bottom end of the steering column, there appears to be a locking clamp, that is tight but still allows the controls to rotate as the steering wheel rotates.

Am I looking at the right place to secure these controls? Is there something else I need to look into?

I'm pretty inexperienced at this, but this appears to be the only clamping location that I see....

If the four items stacked on top of each other on the top side of the steering wheel are turning when the wheel is turned, then the clamp you referred too isn't secure. Nothing on top of the steering wheel should rotate when the wheel is turned. The lower item of the four is attached to the tube that the lower clamp controls. I suspect that the lower clamp has been loose for some time and the tube has become worn. You may need to place some thin shim stock between the clamp and tube in order to secure the tube. The position of tube, when clamped in place,is critical in maintaining the proper positioning of the throttle/spark levers at the upper end.

Thanks, Oldie. I really appreciate the feedback. I'll see what I have to make a shim.

This fine old machine has been converted into a Doodlebug. Hasn't operated in many many years. I'm attempting to put it back into operation. It won't be a trailer queen, but won't be rotting in a brier patch, either.
