Can one have a car judged in VCCA if it has a reissued GM VIN tag, or a reproduction VIN tag to replace a missing or damaged one? If so would it need any supporting documents showing that it had been replaced

The car can still be class judged. Having the paper work handy for the judges to view would put you in a favorable position with the judges.

In VCCA judging the vehicle stands on its own. The reason that serial and license plate numbers are required as some owners have two or more of a given year and maybe model, body style etc. The judges and then award givers need to keep track of each so the proper awards are made. Otherwise the serial number does not have significance in the current judging process.

There is no such thing as a "reissued GM VIN tag".
There are State issued VIN tags, which do not resemble an original VIN in any way.
