I replaced everything on my '51- new lines, master cylinder, wheel cylinders...and when I press down on the brake it doesnt return in fact the pads move out fine but it seems like nothing returns, even at all the wheel cylinders.

Did you try loosening the master cylinder cap...Perhaps it's not venting...?

Remove the master cylinder fill cap and look down inside and see if the fluid return hole is not stopped up or blocked. It's the larger hole, Don't drill it bigger! it's a stepped hole, it's big on the top and it step's down to a very small hole at the bottom. You might poke a very fine wire down it to see if it is open. If that hole is blocked the fluid cant return to the reservoir and the brakes will stay locked. Good Luck.....ED

Check the toe board adjustment, pedal travel may not be enough to open the return port.

I replaced every thing on brakes on my '41. When I applied the brake pedal the right front wheel bands would not retract. Just like ED1938 said it was the hole in the master cylinder being stopped up. Apparently mine was partially rusted shut since only my right front wheel was affected. It is the farthest away from the master cylinder. JIM

One thing I found is that the pedal shaft was dragging on the hole in the toe board. Its like the mounting holes in the new master cylinder are off just a tiny fraction to throw it off center. I pulled the pedal assembly back out and "adjusted" it in my press and now its fitting properly. I just need to put the drums back on and try the pedal again to see if that made the difference.
