I am working on a 28 Chev that has some kind of a 'piece' that I don't see any use for....

It is under the floor boards on the drivers side of the transmission cross-member. Near the brake peddle. Appears it might be electrical, but never seen one with wires or any operating linkage, nothing.

The machine I am working on, is a resurrected 'Doodlebug' so is very incomplete. Help!
