I see them mounted in various postions.Mine is at the 1 oclock postion . Is there a correct way or is it just personal choice?

The inside part of the knob turns 360 degrees.

Personal choice.

Both in where it is located or whether it is more of a nuisance than a benefit. Caution: If it ever gets loose, to any degree, it will chew up the steering wheel "faster than a chipmunk can chip wood." Oh, yeah! monkey

Personally, I don't like them. They can get caught in clothing (yours or hers) when you're a-wheeling and a-dealing. Agrin

Unlike the one pictured, some do have interesting pictures in them. Especially the Betty Paige ones. drool wave

There's no set rules governing the mounting position.
Time was, (except for the handicapped driver) in many states, 'spinners' were considered illegal.
In the 30's I think there was a factory optional steering wheel (maybe not for GM products) that had a spinner built into an oversized spoke with a 'grab bar' instead of a knob.
Funny looking 'wheel with-in a wheel' but I haven't seen one of them in decades.

The "spinner" type handles are only allowed for "authorized" handicapped drivers, everyone else must remove the handle.
