What would be a ball part value for painting a 31 roadster? I know there are all kinds of variables but assuming very little if any body work. So, I am looking a stripping all the paint off, blocking & sanding and repaint the car black fenders, blue body and cream stripe or band. What can I reasonalbly expect in terms of cost?

Around my area it might cost you as much as $7,000.00 for a top notch job.

Best guess for quality job in NY area would be between $6,000 to $10,000. A lot depends on the amount of prep work needed. Most body shops get a standard hourly rate, same for prep and finish. Unless it's a shop that deals with restorations, most places don't want to tie up valuable space with a resoration.
If you're able, strip the paint and disassemble what you can, it will have a big impact on the cost. Be sure to be specific when dealing with the shop. It's important that you and the shop have a shared vision of the final product and cost.

Thanks for the input. It helps me to get a idea of what I should be budgeting for.

On the other hand, after I got a bid of $12,000 for my 32 cabriolet, I enrolled in a community college body shop hobby course given each summer. During that time I learned to paint, was able to bring my car to their paint booths, priming, sanding, color coating, and clear coating during multiple five hour evening class periods. Total cost $400 for course, and $450 for multi color paint, primer, sand paper, putty etc. With two friends coming down the evening I did the color coat helping with the taping, job came out quite well. Never expect it only needs a little bit of body work. Those are always the cars you strip that end up having a 1" of bondo cause some guy didn't work the metal and just filled over it. Always has been my experience in this industry. And every owner always says there car doesn't need much body work and it is ready for paint lol.

So glad it turned out well-doing it yourself gives great satisfaction-also I'd like to buy materials that cheaply as I've done many and spent more on primer-could you give me current paint code for blue and which blue it is-enjoy and be proud
