What options are available on this non- valve cover motor. Can I safely use a soda blaster to prep for paint? What precautions are necessary to prevent internal engine damage?

If you are planning to paint a complete motor I would clean the motor with soapy water. Dry the engine with an air hose. Don't get any of the fluids in the motor.

Run the engine to insure it is dry and then again after painting to dry the paint.

When I paint an engine, I scrub it with a good parts brush and kerosene. Then flush it down with kerosene. Then I use laquer thinner and wash it down good with more scrubbing, then a final rinse with more thinner. Let dry completly and paint. Just for info, the cheap Walmart brake cleaner and carb cleaner is nothing more that laquer thinner in a spray can! One more trick, Brush painting cast iron looks far better than spray painting if you are using high quality automotive type enamel paint. After painting then change the engine oil as some cleaners will go down past the lifters and thin the oil. Do that before running the engine so it doesn't wash stuff off the crankcase walls and clog the oil pockets for the mains with sediment.
