The vacuum shift mechanism is located at the left aft side of the transmission. The repair unit is usually the boot and a new piston.
Its not currently working, it may be owing to a stuck piston or no vacuum going to the unit. They are not hard to take off. If there is vacuum and still not working, I would take it off and free the piston and run a vacuum hose to it, making any adjustments (as best you can) with it removed and before reinstalling (it).
Chevies of the Forties and Filling Station sell a small tool for adjusting the linkage in it. The tool, about the size of a quarter or 50 cent piece will let you know how far to screw the piston adjustment in or out.
