Whilst cleaning out my old parts, I came across a couple of "Perfect Adjuster for Chevrolet Point Steering." The part consists of a "U" bolt (about 3 inches or so), saddle, center bolt in the saddle with adjusting threads etc. I was wondering if anyone was familiar with this gadget, how it was used, and what it was supposed to help/assist. The saddle also has a groove and there is a rubber ring to fit in it.

The unit is made by Perfect Equipment Co. of Kokomo, IN.

I have one of those it goes on the center point as listed, Mine is an aftermarket and I haven't needed it yet for my 51 and 53, It takes the flop out of the center point when it get's worn.

The parts attached to the center of the front crossmember is what I call center point steering parts, including the tie rod ends in the center.

Is this "unit" a "shim", of sorts to remove excess play from idler arm ?

I'd say it is more like a clamp. This is one on eBay, Mine isn't like this but does the same thing.

If I could only read those instructions in that photo you posted from E bay. It might make a it little more clear where how this device works. I understand the center point location but don't make connection on how it works in taking up the slack. What does the u-bolt go around?

It is clear to me that it goes around the part that swivels where the bracket is attached next to the crossmember. Reach up under the frontend and grab the tie rods where they attach in the center and see if you can move the m up and down and side to side showing if there is slack in the joints, the aftermarket device is kind of like putting on a band aid, but they do work.
