I've got a stock 48 Fleetmaster Town Sedan. Have not noticed any sheet metal vibration regarding the hood.

2nd and 3rd thing?? Mine had the same problem. I discovered that the tang on the lower lever wasn't staying engaged with the slot on the upper lever. I fixed it by bending the tang on the lower lever up some, and, adjusting the swivel on the upper lever all the way to the bottom of its threads. I also put a shift conversion kit on my car to get rid of the vacuum shifter - mine was worn out. Another problem with mine is the lower lever on mine doesn't match those on other cars like mine that I've seen. I may be dealing with an aftermarket or homemade part. If the tang on the bottom lever doesn't stay in the track on the upper lever - instead of having 2nd and third, the car tries to go into 1st or reverse.
