so I finally got the exterior hold down ring for my 51 from the Impala bobs and I had gotten the key housing and key mech from NCA.

In case your wondering neither one sells the other part, very strange?

anyway

What are the key positions suppose to be. I put it in and I have a staight up and down and a left 1/4 turn or so at this point. The little "grove" cut in the dash allows the repop key housing to fit several ways.

If your car follows the normal pattern the vertical position will be the off position and where the key is removed.

On my 1951 which still has the original ignition switch, the left position is locked-off, the vertical position is on and the right position is unlocked-off.

Yes, Junkyard Dog is correct, vertical is on, not off.
