My 39 master deluxe has a hole on top of the dashboard well to the left of center. It looks like maybe a switch might have been there? It is original beacause one of the 2 parts cars I have has the identical hole in the exact same spot but the other parts car does not.It's a similar hole to the wiper control that of course is located in the center. What was it for?

Probably a town & country horn switch.

The correct location for the Town &Country hor switch on a 1939 was in that location. The switch allowed you to select the factory Beep-beep horn for the city and the twin trumpet horns for the country. 1939 was the only year that had this feature.
In 1940 and 1941 they had a T & C switch but it just cut-out one of the two regular horns - those years came with dual horns as standard equipment.
