Hello everybody!

As I posted before, I lost my nice and beloved 1931 chevy at a workshop-fire in July. Was burnt myself too and in hospital for a while, but now I am recovering and looking forward.

Found out, I want to have an old chevy again, but not again a really early one. Better a late pre war chevy.
Did decide to want a 1939 or 1940, got the recommendation to buy a 1941, but sorry. I like more the older design and would prefer a 1940. Looks like the 1939 but is one step forward without major changings.
Did look around and found one good looking not far from Milwaukee, Wisconsin.
Seems to be completely restored in 2005, looks good, Errol, the seller says "runs fantastic" but I know words are just words and everybody today can work on pictures and a wreck might be a perfect car in pictures.
So my question here:
Is here anybody living around Milwaukee who knows like an expert the usual problems of a 1940 chevy and can go there and check the car?
Of course I know it is possible to order anywhere an independent car inspection, but the question is: Are they able to check a vintage car? Who knows how to check for ex. the correct working of that complicate vacuum gearshift?

The laws in germany are much different from USA. As I know, vintage cars in USA are completely free of safety inspections by law.
In germany all cars (no matter new or old) must pass a very hard complete technical inspection every two years (light, brakes, frame, body, leaking oil, exhaust fumes and more, just everything important for safety and environment) and there is no special mercy for vintage cars.
No, there really are inspectors hating these old unsafe wrecks and in their mind they should only sleep in a museum and never drive on the roads and be sure, they will find something to say "no" if a car is not in best condition.
So in US it is only the responsibility of the owner to keep a vintage car in good and safe condition, nobody will proof it.
Not enough for me, I cannot trust somebody I dont know who just wants to sell his car. I dont want to buy a restored nicely fresh painted ruin and if I try to pass the contest I earn just a laughing and have to do a complete rebuilding again.
Am willing to pay the price of a restored car, but am not willing to get a ruin instead of a restored car, so, is there anybody around Milwaukee who can do an independent car inspection for me, or does anybody know recommended inspectors who know where to look at a 1940 chevy?
