I have some oily soot when I start car.This obviously is a piston ring which leaks a little oil. How bad does it have to be where something needs to be done?

All of my old cars do this in cooler weather. Its normal. Called condensation. The oil is actually water and will dry-up in time and just leave a black stain.
Your modern cars would do this also but most of the water is boiled off in the catalytic converter.

just think of it as your Chevy marking its territory.

under the right conditions you might also notice a slight gasoline smell in your storage area when the tank vents. another thing modern cars don't do with their closed venting system.
