Try any of the large swap meets for any make of car, including the ones at Veteran Stadium, Long Beach. Theres one or two guys with good selections that seem to be at all of them. Also the Services Offered section of Hemmings under LICENSE plates.

Try E-Bay. I have seen many plates from CA, both restored and unrestored. Good Luck.
