I've got new tires coming and need to clean up the old rims for fresh paint. They have chips and loose paint. Is sand blasting the best way to go?

Sand blasting will work just fine. You may consider Powder Coat in place of paint.

Yep, but remember to sand them well BEFORE priming, as sandblasting raises small spuras of metal that will stick slightly through the finish and cause rust.
Always sand, blasted metal, to start a good finish. Epoxy primer would be my choice, because they will stay nice until you decide to paint. Regular lacquer primer doesn't prevent rust.

I had my rims powder coated and I like the results. Also "sand" blasting, if the blaster isn't careful, can work harden and in some cases warp the metal although warping usually happens on "flat" metal. I would recommend using a media other than sand. The blaster should be able to recommend a media that won't run the risk of damage to the rims.
