A speedo for a 1928 is relatively easy to come by. I suggest you look for one and not invest any money in the one you have.

I will bet the pot metal inside is completly shot. Seen a lot of 28 AC speedos do that. One good thing is a 29 speedo is almost the same as a 28 and the pot metal held up better in those but the mounting braket is slightly different and has 4 rivet holes to mount it vs 2 holes for the 28. I just cut the mounting bracket and put the 29 speedo in my 28 dash. Works like a charm. I did change the miles back to what was on the old speedo. If you take off the back cover there is a brass clip that holds the trip wheels for the odometer. Take off the clip and carefully slide the brass rod out one direction and spin the wheels where they need to be and slide the rod back in place through the trip whels or gears.

For what its worth I recently recod 3 x 1928 speedos at the same time, as my original was jammed up. Purchased the refacing kits from the filling station at approx $20, looks great. Stripped all apart cleaned all gears, and yes some were shot, so used 4 speedos to make 3 good ones. Great feeling to have brand new looking speedo. Even learnt how to calibrate, to make sure thet register the right speed. Had never done anything like that before. Suggest if you have the time and patience is worth the effort, have done 300 miles on new speedo, no dramas.
Regards
Ray

Oh yeah, as far as calibration goes you need a drill that will turn exactly 1000rpm and move the lever above the speed wheel till it reads 60MPH. Was told that by a speedo guy.

That's correct Bob,
I came unstuck as I calibrated the speedos out of the casing, not realizing the magnetic field changes when there back in the casing. Had to pull them apart again, including the one installed in the dash and recalibrate.

thanks for the advice it looks like its a 29 speedo in a 28 casing as it has 4 mounting holes and the pot metal is good. what i was trying to work out is weather the 7 pronged unit under the aluminium speed indicator is suppose to spin freely once it screws in place obviously it should as the speedo cable fits on the square shaft. looks like i should get an old one to play with and not wreck this one.

Yes the 7 prong unit should spin freely once cleaned and lubricated. If not check the gear coming of that which runs across the casing, or the one coming of that that drives the oddometer and runs down the casing. In my case the gear driving the oddometer was gummed up with crud, jammed and bent. This in turn destroyed on speedo cable that I had in place for 30 years and a brand new one (both a the uni end). It was then I discovered the problem was in the speedo
