The ring holding the lens and dial screws off like a jar lid and then you can carefully remove the gauge and float.
paint and rust are a problem. I soaked the whole top well with PB Blaster and tapped all around the rim with a small ball pien hammer many times, then carefully used a large set of Channel locks and a 12" Rigid pipe wrench to work the rim loose and it screwed off. Having room to operate the Channel locks and pipe wrench with the tank on the car was somewhat of a problem. I had a Gear Wrench but didn't have room to use it. one of those chain wrenches that plumbers use would have worked better, I think.

I hear you Andy, that is the brand of my strap wrench a "Gear Wrench", but it is too big. It works on 4" to 12" inch pipe. I found a small version later and it is one handy little tool works on odd ball stuff, if it isn't too tight.

here is the one I bought...the bad part is it is a Klien and cost $35! [Linked Image from static.summitracing.com]

I was not sure what a gear wrench was. I got a set of of three from SEARS not sure of price. After a good soaking on my 29 I was able to get it off with the gear wrench

Gear wrench is now not what it used to be. I looked at some of Sears ones and they are not what I had in mind, my mistake.
My old one is cast aluminun with a web strap, it must be 50 years old. We used it in the oil field to take apart fibreglass coated pipe. It has GEAR cast into the aluminum handle. ( yeah, I know that I got the thread way off course, sorry)
