we have a 1928 Chevy Capitol LO stake bed and the title uses the engine casting number as the ID #. Is that correct or is it: a) the stamped engine # just above the casting number; b) the plate mounted (on our truck) on the wooden frame for the seat, or c) something else??

It should be the engine number, not the casting number. There is a milled surface with the numbers stamped in. Post the numbers and this group can tell you the date of manufacture.

I have a '28 LO and the when it was inspected by the California Highway Patrol they recorded the ID number from the tag affixed to the passenger side of the seat. This in turn is the number that the DVM used to issue you my title. When I questioned the officer he stated that they do not use the engine number since it was very common to switch out motors then you have no way to identify the vehicle

The Highway Patrol was correct. A lot of people used the Engine number because the seat tag had been lost and the only other number available was the engine ID. Years ago someone welded a piece of metal to my firewall with the seat tag number on it. The DMV accepted it , however I had a VCCA member make me a replacement tag that is now on the seat.
