The 1928 Chevrolet Engineering Data lists the 1927 as having 30.5 HP @ 2000 rpm's and the 1928 as having 35 HP at 2200 rpm's.

Put my '28 truck on a mates dyno once, and found I had nearly 26 hp at the rear wheels. The other 9 were eaten up due to losses down the line. Not too bad going from 35 brake horse power at the flywheel.

Now that is way cool. My oldest son and I were at a local dyno last month with his car and we discussed the possibility of bringing my 28 there, but at $150/hr, the idea quickly faded.

It's not how fast you can go, but how good you look at 20 MPH.
