Followed the repair manual and cannot get my front brakes to work. A ll the stop power is from the rear. What to do? Help

I just completely relined my 28 and adjusted both front and back.
Please elaborate.
Have you removed the wheels to verify you have linings? Did you raise the front end and adjust the brakes correctly? Have you had someone press on the pedal to observe things are indeed moving up front? did you check the front to rear proportioning? did you mess with this adjustment?
It's not how fast you can go, but how good you look at 20 MPH.

Yes. That is where you need the gage or tool. Do you have one and a 1928 Repair manual? If you belong to a VCCA Region maybe you can get one of the members to loan you a tool and maybe give you a hand with your brakes. I borrowed one of the brake adjusting tools and found that the cross shafts were right on, I just needed to free up the cross shafts and adjust the front rods and the front adjusting cams. The PO had loosened the front brakes off all the way. He only drove the car in local parades and didn't need 4 wheel "sissy brakes".
Did you follow the directions in the 1928 Repair manual? I jacked up each front wheel and spun the wheel and tire by hand with the bearings right and the brake shoes backed off the front wheel really spins nice and smooth. Adjust the front adjusting cam-nut until you detect some drag without applying any peddle pressure, back off the adjuster (I think that turning the adjuster counter clockwise, LEFT tightens the brakeshoe) until there is no drag. Then spin the wheel and have a helper apply the brake peddle. You should be able to see the brake rod work the brake cam and the wheel should come to a halt. You also need to be sure that the brake cross shaft are working back and forth and not stuck in the bushings and actually working the brake rods.

I got my neighbour with the CNC machine to make me one of the adjustment tools. Popped it on the cross shafts and mine too was spot on. We are spoiled by modern brakes that self equalize.
It's not how fast you can go, but how good you look at 20 MPH.
