Attached to the bottom of the U bolts that attach the rear axle to the leafs, is this elongated bracket with a chunk of cord stuck in the end. What are they for and do I really need them?

Sounds like you have discovered the remains of aftermarket "snubbers". They served the same purpose as shocks do today.

Whoohoo, yet another mystery in this car. Since you used the word "remains" and seeing as there is no other bits, I do not need to reinstall.

BTW, would anyone have a picture or diagram of said snubbers. I Googled, but did not find much. i am curious as to their looks.
