Attached to the bottom of the U bolts that attach the rear axle to the leafs, is this elongated bracket with a chunk of cord stuck in the end. What are they for and do I really need them?

Sounds like you have discovered the remains of aftermarket "snubbers". They served the same purpose as shocks do today.

BTW, would anyone have a picture or diagram of said snubbers. I Googled, but did not find much. i am curious as to their looks.
