I got the rivet out. What is the trick for removing the choke cone for my RGh-08 Carb?

Carter made special tools to remove the venturi and other parts. You have to pull the venturi and then the choke cone can be removed. If you want to remove the standpipe then the low speed jet and choke arm need to be removed. Then the special square socket can be used to remove the standpipe.

The above assumes you want to save the parts. Of course you can always cut or break the parts and take out the pieces then replace with new. Or you can send the carburetor to someone that specializes in rebuilding these units. Fortunately there are a couple of VCCA and ChatII members that can do the job for you. There are also a few that think they can do a first class job. If all that is required is cleaning then several people can accomplish that. There are some carb rebuilding generalists that charge three prices and don't have the expertise or parts supply to tackle anything more than cleaning and painting.

Is there anyone who sells the tools? I need to remove the low speed tube and get out the standpipe, its broken.

No. You either have to make your own tools or send your carburetor to a qualified rebuilder who has the correct tools.
