Hi Anyone: Is there a special tool to remove a standpipe in a carter RX carb? If so, where are they available. trooper

Yes, there is a special Carter tool for removing the standpipe, however the tool has not been available from Carter for many, many decades. However, there are a few quality carburetor rebuilders in the VCCA that do have tools for removing the standpipe during the rebuilding process.

Yes there are many special tools to work on Carter carburetors. Some can be relatively easily fabricated others are much more difficult. If you get the replacement standpipe and are handy with tools, welding or brazing you should be able to make a tool to remove and replace the standpipe. I made one by brazing pins on a piece of pipe. Have never found a genuine Carter tool for that job.
