Is there supposed to be two carburetor mounting gaskets, with one between the carburetor and the insulator and one between the insulator and the intake manifold? When I pulled the carb there was not one between the insulator and manifold. At the parts store, one person said two are required, so I assume it may be as stated in my question

I only use one between the insulator and the carburetor. Any gasket you use, inspect and assure yourself that you are not covering any vacuum paths to the carb.
