how do these mount on the wing window ? do they go on the inside or the outside ?

It was called the automatically emptying ash tray. It mounted on the inside and when the vent window was opened it dumped the contents outside. The accessory number in 1941 was 985714 and sold for $1.00....That is not the number on the box pictured and I can not read the numder on my screen. Can you post the number?

I can find it for 1940 under part #985599 and part #985714 for 1941. No left and right shown. Note that is says R.H. on box. It is not listed in the 1947-1948 parts books ....From what I can see of the first three digets of the number it is not a Chevrolet number. Could be the other GM cars.
They mounted (clamped to) the lower frame of the vent window. I have no picture. You can kinda see the clamp and set screw in the picture. They were never popular as the DeLuxe models had a ash tray as standard equipment and a dash mounted one as an accessory for the Master DeLuxe.
You can see the lever that is used to empty it (when vent window is open) in the center picture, to the right side.

After more research I find that the ash trays I mentioned are not self empting. The ash trays I mentioned are conventional trays mounted to the inside of the door, in the upholstered area. There were no vent window ash trays offered by Chevrolet. Just (some) other GM cars.
