In an earlier post I asked about taking apart a horn relay to check to see if it is working. Well, it is....But the horn will still not sound. I removed the "half sphere" cover on one of the horns and found a little bit of whittish powder (probably a little corrosion) and a lot of wiring and windings. Can I use electrical terminal cleaner (in a spray can) to clean up this area? Or is there something else better that can be used.

Yes, you can use the cleaner for the entire area and then use a point file to clean the points. You can also use a finger nail file. Do not use sandpaper as a grain of sand could become lodged in the points and it would not work.
