I am from PA and I have done three titles from bills of sale from NY. I wrote to NY State DMV and they sent me a letter stating they were not a title state at the time the cars were sold new. My Notary sent the bills of sale to the PA DMV along with the appropriate forms and I obtained a PA title each time. This was done on three separate occasions over many years. I had no problems whatsoever on any of the titles. I hope this helps.

This question is asked a LOT on another forum and the answer is always the same: Contact the licensing authority in the state in which you want to title the vehicle for their process in resolving your issue. Those are the people you're eventually going to have to deal with so cut to the chase. Each state is a bit different in how they resolve the issue.

In that vein....have you ever tried getting a title in the state of NJ? A literal nightmare! Any easy suggestions? (don't say Broadway Title, cause they don't do NJ and many other states anymore) Maybe I should just buy another home in another state to title my cars. :))

Hypothetically speaking, one could have a friend register the car in NYS, which is fairly easy. Once the car is registered, the friend could "sell" the car back to you, by signing over the registration and providing you with a modest bill of sale. This is all hypothetical, of course......... :o
